Strengthening libraries: Statement on the PISA study

The PISA study has made it clear that reading proficiency among our pupils has declined. As after every set of PISA results, there is now considerable debate about the reasons. The answers will undoubtedly be multifaceted. Unfortunately, there is currently little discussion of the role libraries can play in the solution.

It is time to strengthen school libraries. Every secondary school needs an infrastructure that meets the expectations of a modern library, with spaces for working alone or in groups, areas for activities and quiet, a space for inspiration and, of course, opportunities to read. Beyond the infrastructure, both analogue and digital collections must also be adapted to the needs of young readers. It is also high time to recognise the role of library professionals in schools. If we genuinely want to improve reading proficiency, we need to strengthen school libraries and recognise them as an investment in education.

We must also remember the importance of public libraries. They play a crucial role in developing a culture of reading and complement the services offered by school libraries.

The National Library coordinates the library network in Luxembourg, including around 40 school libraries. At the end of 2025, we invited them to talk to us about their wishes and needs. This autumn, we are putting one of these requests into practice. As part of a pilot project with 16 school libraries, we are introducing automated registration. Pupils can now sign up in just a few clicks. It could hardly be simpler. The BnL and the school libraries hope this will help make access to books easier.
