The political economy of European banking union
David Howarth and Lucia Quaglia« The establishment of Banking Union represents a major development in European economic governance and European integration history more generally. Banking Union is also significant because not all European Union (EU) member states have joined, which has increased the trend towards differentiated integration in the EU, posing a major challenge to the EU as a whole and to the opt-out countries. This book is informed by two main empirical questions. Why was Banking Union - presented by proponents as a crucial move to 'complete' Economic and Monetary Union (EMU) - proposed only in 2012, over twenty years after the adoption of the Maastricht Treaty? Extractivisme : exploitation industrielle de la nature : logiques, conséquences, résistances
Anna Bednik« L’Extractivisme donne un nom commun aux différents visages de l’exploitation massive et destructrice de la nature, aux mille projets qui engloutissent jour après jour de nouveaux territoires. À l’heure où même la catastrophe écologique sert de prétexte à l’extension des marchés, loin de la COP21 et des gestionnaires de crise, une multitude de simples gens oeuvrent pour une Terre habitable en défendant les territoires qu’ils habitent. Le premier ouvrage à traiter cette question sous tous ses aspects. L’intensification de l’exploitation massive de la nature, sous toutes ses formes. Sous cette définition générique, l’ extractivisme désigne un stade superlatif, obsessionnel voire idéologique de l’activité d’ extraction, par analogie avec le « productivisme » et le « consumérisme » auxquels il est d’ailleurs étroitement lié : c’est pour fournir, chaque année, plus de 70 milliards de tonnes de « ressources naturelles » diverses aux chaînes de production et de consommation de marchandises que les frontières extractives, c’est-à-dire les limites géographiques et technologiques de cette activité sur la planète, sont sans cesse repoussées par le capitalisme industriel. C’est à cet envers trop souvent occulté de la « croissance » économique qu’est consacré ce livre. L’auteure commence par retracer les différents usages de la notion, les représentations du monde qu’elle recouvre elles-mêmes structurées par ces « croyances » occidentales que sont les idées de « progrès universel de l’humanité » et de « développement » , et les fausses solutions qui servent désormais de caution aux pratiques qui en découlent (le « développement durable », la « croissance verte », la « dématérialisation »...). En une plongée vertigineuse au coeur de la « planète-marchandise », elle procède ensuite à l’étude documentée des logiques de l’extractivisme : qu’extrait-on ? Où et comment le fait-on ? Qui extrait ? Avec quels objectifs, quels discours de légitimation, quelles conséquences réelles et quelles perspectives pour l’avenir ? Au Sud, mais également au Nord comme le montre l’exemple des gaz et huiles de schiste , partout l’extractivisme est synonyme de transformation de vastes territoires en « zones de sacrifices » destinées à alimenter la mégamachine. Il est ainsi devenu le nom de l’adversaire commun pour de multiples résistances collectives et locales qui, tout en défendant des espaces pour être, réinventent des façons d’habiter la Terre. Ce sont aussi les raisons, les formes et la portée de ces résistances que restitue cet ouvrage essentiel. »
